Nope, I don't think so. I capped the skill off of that boss a couple of days ago. He can be easily found while trying to do the "Final Blow" quest. He's near the water, by some Breeze Keepers.

The boss of elemental attunement: is at the left side and go straight after you warp from Ember light Camp. You will pass the shootin purple tree and go straight and you will see 3 drake with the boss near the shore at the end. This boss is random. If you dont see the boss (Gokkaru Earthwind just map back but once you see the boss Gokkaru Earthwind kill it as quickly as possible but if you die go back to the place where you see it unitll you kill the boss. (WARNING!!! IF YOU DIE DO NOT GO BACK TO EMBER LIGHT CAMP OR YOU WILL LOSE THE BOSS).
